Kuwait University Construction Program (KUCP)
Kuwait University Construction Program (KUCP) was established after the University Council issued decree N.148 on 2001 regarding transferring the projects of Kuwait University from the Ministry of Public Works to KU Construction Program (KUCP) in order to oversee the implementation of its projects and take all procedures related to the execution process which resulted in the issuance of decree N.1403 of 2001 that provides assigning one of the faculty members to carry out the duties of the Director of the Construction Program and to be in charge of managing and implementing all agreements and contracts of the construction program at KU.
The Council of Ministers asserted by the decree N.1253 of 2003 on assigning the Ministry of Public Works to oversee all the government’s projects except for certain bodies such as KU. Accordingly the Construction Program at KU should proceed on the establishment of KU’s projects in the best way possible following the university plans and all related procedures and regulations.
As an extension to Kuwait University Construction Program (KUCP), KUCP hired qualified and experienced Project Management international firm for project and construction management services for Sabah Al-Salem University City – Kuwait University, their services involving monitoring and managing all planning, design, and construction phases, to secure the construction of a successful and integrated campus that will assure the achievement of the project goals, schedules, quality and budgets. The Project and Construction Management firm performs the required services under the supervision and direction of Kuwait University Construction Program (KUCP).
The scope of services of the Project and Construction Management team contains for example but not limited to:
- Provide consultation services regarding budgeting and cost studies also stakeholder requirements.
- Perform and manage the prequalification process for design and construction contracts.
- Contract Administration including claims.
- Design review and value engineering.
- Project control system (PCS).
- Provide construction management services during construction.
- Managing testing, adjusting and balancing & commissioning of the various components of the project.
In cooperate of managing the project with KUCP, the following management firms have been recruited to carry our PM/CM services:

From March 2006 till February 2009 SMEC
From June 2009 till date Turner Projacs JV
The scope of services of the Project and Construction Management team contains for example but not limited to:
